What is a circle rate?
A circle rate is the minimum value the government uses when it registers a property transfer.
It is set by colony category, which is why the category of a colony matters.
Why is the market rate higher than the circle rate?
In Category A colonies the market rate is usually higher, because buyers pay for location, plot size and condition, not for the government's minimum valuation.
Raghav checks the current circle rate on every deal, so the registration figures are never a surprise.
Which rate do I pay duty on?
The Revenue Department charges stamp duty and the registration fee on the higher of the agreed consideration and the circle-rate value, so you should know both before you sign.
Raghav confirms the figures with you at the start of each deal.

Frequently asked questions
What is the difference between circle rate and market rate?
The circle rate is the government's minimum value for registering a property, while the market rate is the price a buyer and seller actually agree. In South Delhi's Category A colonies the market rate is usually higher, sometimes by a wide margin.
Where can I find the circle rate for my colony?
The circle rates are in the Delhi government's notification, by colony category. The table on this page lists each colony Ultra covers, with its category and rate once confirmed. Raghav also checks the current figure on every deal he handles.
Does the circle rate decide the price I pay?
No. The price is agreed between you and the seller. The circle rate sets a minimum value for registration and duty, so if your price is lower than the circle-rate value, duty can still be worked out on the circle-rate value.
How often do circle rates change?
The government revises them from time to time, so the figures in any article can go out of date. The table shows its source and date, and Raghav confirms the current rate with you before you sign anything, so you never rely on an out-of-date figure.
