The Master Plan for Delhi: what it means for South Delhi
The Master Plan for Delhi is DDA's planning framework, and only a notified plan has legal force. Its status changes as it moves from draft to notification, so check the DDA website for the current position. Floor area ratio, redevelopment and parking rules would affect South Delhi floors. Watch 3 things: notification, plotted-colony rules and redevelopment policy.

What is the status of the new master plan?
The status of the next plan changes as DDA and the Government move it from draft through objections to notification, so check the DDA website for the current position rather than relying on a summary, including this one.
Only a plan that DDA has notified has legal force. A draft or an approved proposal does not change what you can build today.
What changes for plotted colonies?
Plotted colonies such as Greater Kailash and Defence Colony are governed by the rules in force for their plots, including the permitted floors and ground coverage. A new plan could change these for redevelopment, parking and the use of basements.
Do not rely on a draft. Ask what applies to your plot today and what the notified plan changes.
Does it affect collaboration deals?
It can. The floors a plot allows decide the value of a collaboration, so a change in the permitted floors or ground coverage changes the terms an owner and a builder agree.
The floors-allowed article sets out the rules that apply today.
What should buyers watch for?
Watch for notification of the plan, for any rule on plotted colonies and for redevelopment policy. Ask your lawyer which rules apply on the date the sale deed is signed.
Raghav Chopra tracks the plan and tells buyers when something changes the value of a plot.
Master plan points for South Delhi buyers
| Point | Why it matters | What to do |
|---|---|---|
| Notification status | Only a notified plan has legal force | Check the DDA website for the current status |
| Floor area ratio | Decides how much you can build on a plot | Ask what applies to your plot today |
| Redevelopment rules | Affect collaboration deals and old houses | Ask your lawyer before you buy a plot |
| Parking and basement rules | Affect the design and value of a floor | Check the sanctioned plan against the rules |
Check the DDA website for the current status. Nothing here is final unless DDA has notified it.
Frequently asked questions
What is the Master Plan for Delhi?
It is the planning framework prepared by the Delhi Development Authority that sets land use, density and building rules for Delhi over a period of years. A plan has legal force only when it is notified. Until then the earlier plan and the notified rules continue to apply.
Does the new plan change how many floors I can build?
Not until it is notified, and only if its provisions change the rules for your plot. The floors a plot allows depend on its size and the rules in force when you build, so check the current rule with your architect before you buy or plan.
Should I wait for the plan before buying?
A buyer of a finished floor is less exposed to a plan change than an owner planning to rebuild. If you are buying a plot for redevelopment, ask your lawyer how the status of the plan affects it and make the price reflect the uncertainty.
Where can I see the plan itself?
On the DDA website, which publishes the draft and, once notified, the final plan. Read the provisions for your plot's use zone rather than a summary. Raghav Chopra can tell you which provisions matter for South Delhi plotted colonies, and flag any change that affects a plot you are considering.
